The origins of the Welfare State in the United Kingdom go back to <a href=\"https:\/\/schoolshistory.org.uk\/topics\/british-history\/elizabethan-era\/\">Elizabethan times<\/a>. The introduction of the <a href=\"https:\/\/schoolshistory.org.uk\/topics\/british-history\/elizabethan-era\/elizabethan-poor-law\/\">Poor Laws<\/a> was the first legislative attempt to ensure that the poor had the means to live. This method continued until the Industrial Revolution, when provision for the poor changed. This introduced things such as the Workhouse. See the <a href=\"https:\/\/schoolshistory.org.uk\/topics\/medicine-through-time\/public-health-in-the-industrial-revolution\/\">Public Health<\/a> section for further details of pre-twentieth century welfare provision.<\/strong><\/p>\n<h2>The Welfare State<\/h2>\n<p><a href=\"https:\/\/schoolshistory.org.uk\/topics\/wp-content\/uploads\/2018\/07\/welfare-state.jpg\"><img decoding=\"async\" class=\"alignleft size-medium wp-image-4026\" src=\"https:\/\/schoolshistory.org.uk\/topics\/wp-content\/uploads\/2018\/07\/welfare-state-300x243.jpg\" alt=\"Welfare State. \" width=\"300\" height=\"243\" srcset=\"https:\/\/schoolshistory.org.uk\/topics\/wp-content\/uploads\/2018\/07\/welfare-state-300x243.jpg 300w, https:\/\/schoolshistory.org.uk\/topics\/wp-content\/uploads\/2018\/07\/welfare-state.jpg 400w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p style=\"color: #000000; font-family: 'Times New Roman'; font-size: medium;\">The Welfare State in it&#8217;s modern form began with the introduction of reforms between 1906 and 1914 by the Liberal Government. These reforms included the introduction of <a href=\"https:\/\/schoolshistory.org.uk\/topics\/british-history\/modern-britain\/liberal-reforms\/national-insurance-act-1911\/\">National Insurance<\/a>, <a href=\"https:\/\/schoolshistory.org.uk\/topics\/british-history\/modern-britain\/liberal-reforms\/old-age-pensions-act-1908\/\">Old Age Pensions<\/a> and <a href=\"https:\/\/schoolshistory.org.uk\/topics\/british-history\/modern-britain\/liberal-reforms\/education-provision-meals-act-1906\/\">Free School Meals<\/a>. The Second World War then led to the development of welfare legislation designed to ensure that everybody in the United Kingdom had access to quality healthcare. This resulted in the introduction of the <a href=\"https:\/\/schoolshistory.org.uk\/topics\/medicine-through-time\/modern-medicine-c1900-to-the-modern-day\/nhs-a-history\/\">National Health Service<\/a> and a range of health education and disease prevention measures being introduced in post war Britain.<\/p>\n<h3 style=\"color: #000000; font-family: 'Times New Roman'; font-size: medium;\">Why was Welfare legislation introduced?<\/h3>\n<p style=\"color: #000000; font-family: 'Times New Roman'; font-size: medium;\">Several factors have led to the introduction of welfare legislation over the years. The extension of the\u00a0<strong>right to vote<\/strong>\u00a0resulted in a political need to cater for the working classes, which led to reform in the 19th and early 20th centuries.<strong>Individuals<\/strong>\u00a0who researched conditions for the poor led to pressure for change. Examples of this include the work of\u00a0<a href=\"http:\/\/medicinethroughtime.co.uk\/publichealth\/chadwick_sanitaryreport.htm\" data-cke-saved-href=\"..\/publichealth\/chadwick_sanitaryreport.htm\">Edwin Chadwick<\/a>\u00a0during the 19th century and of\u00a0<a href=\"http:\/\/medicinethroughtime.co.uk\/publichealth\/margaretmcmillan.htm\" data-cke-saved-href=\"..\/publichealth\/margaretmcmillan.htm\">Margaret McMillan<\/a>\u00a0in the early 20th century.\u00a0<strong>War<\/strong>\u00a0has also played a role, in a number of ways. Firstly, it was recognised that recruits needed to be fit and healthy, this hadn&#8217;t been the case during the Boer War (1890&#8217;s), the sacrifice made by the country in the two world wars also led to an increased desire for the whole population to have a better standard of living. This is typified by the statement, &#8216;A country fit for heroes&#8217; which accompanied post world war 2 legislation.<\/p>\n<h3 style=\"color: #000000; font-family: 'Times New Roman'; font-size: medium;\">What opposition was there to Welfare legislation?<\/h3>\n<p style=\"color: #000000; font-family: 'Times New Roman'; font-size: medium;\">There has always been opposition to welfare provision, and there still is today. The arguments against it vary. Politicians from the right wing have talked about the creation of a nanny state, which implies that welfare provision does too much for people. There have been criticisms of the amount of money that welfare provision costs (in the UK welfare provision expenditure is roughly 20% of national income).
